slowly moves toward us. in fact, we will feel the first band of this storm as it gets closer, the conditions out here will definitely deteriorate through the day. we know here along the eastern counties of north carolina several have declared states of emergency and there is a big concern today, victor, of flooding. mainly from storm surge but also from the rain that will come from the system. flooding, power outages, that's what people are preparing for here this morning. >> tell us how does this compare to last year's storm? you know, there were millions of people who were affected by the floodings and power out nl outa irene. >> you know, irene was more of a direct hit in a way because this area saw a lot of flooding, saw a lot of rain from it. in fact, i was speaking with someone here just a few minutes ago about what happened in this area, this highway 12. coastal highway 12. there was a major section of that that washed away from the storm. this morning what we're expecting to see, again, that first band of strong winds, the rain that will be coming through, again, the storm

happen to be trying to move an 85-on the space shuttle. john zarrella is live with us watching it all go by. john, good morning. tell us just how slow is this thing actually going? >> reporter: well, i think it's funny because in orbit, it goes 17,500 miles an hour, and on the streets of los angeles, its top speed has been about 2 miles an hour. so this is certainly the slowest the shuttle has probably ever gone and it's one of shortest trips it's ever made, a total of 12 miles from l.a.x. where it left yesterday to the california science center, which will be its new and final home. they are about halfway home now. we can see from some of the live pictures we have out there now. they're about four blocks from where we are just off of manchester, and this is one of the areas where they expect that about 5,000 people will be gathering here as the shuttle goes by. this is the old forum arena here where the los angeles lakers used to play, and they've cordoned this whole area off as a viewing area for endeavor as it goes by. one of the tricky spots was last night as it crossed over t

the surf out there churned up from this storm as it moves closer to us. the situation out here will definitely deteriorate through the day. what we know at this point, this area remains under a tropical storm warning. and a flash flood watch. and there's a big concern about the storm surge and the rain causing flooding in this area. also power outages. people just keeping an eye on what happens as the storm moves closer. >> they're going to do more than just keep an eye on it. we want people to prepare. how are people preparing there, george? >> reporter: victor, that's an interesting thing. we've looked around here -- in fact, just pan over there, you can see a lot of the homes, you don't see homes boarded up. rather, the windows boarded up. but people are taking preparations. and perhaps because of this, victor. when irene came through, irene was more of a direct hit in this area. in fact, there's a coastal road that runs along here, highway 12, a good part of that was washed out. they're not expecting quite a direct hit with this particular storm, but again, they are talking abou

piece of legislation. the republican governor who used to be the attorney general told folks it was about voter fraud, despite what ron would have you believe. the governor, the former attorney general, never prosecuted a case. the republican leader of the house, admitted on the floor of the republican party meeting that this was about tilting the playing field in an uneven fashion to allow an inferior candidate to win pennsylvania. then they would have you believe that only 100,000 voters would have been affected. more like three quarters of a million. now that the judge put the injunction in place. it's very easy, ron. you are not required to have photo identification to vote in pennsylvania. it's that simple, but they are continuing to move forward with this, with this attempt, this campaign to disenfranchise and suppress. >> what about the checks and balances? this is a very, very tight race, jim. >> it is a tight race. but there has never been a case of voter fraud prosecuted. there's not this surge of folks marching to the polls with invalid identification or not this massive

us this morning at kill devil hills. this is part of the outer banks hoor. an area already getting hi. as evidenced by all the water and rain. good morning to you. we can really start seeing those waves behind you. >> reporter: yeah. you know, where there was -- i am going to show you what's happening out on the atlantic. take a look. there's always the concern out here about this beach erosion, the storm surge could get anywhere up from four to six weeks, so they're looking for it on this side of the outer banks. there's about three or five feet of flooding in that area as the storm continues to push northward. we are on that side of the storm. a lot of the heavy rain still off shore of it coming in. what you see happening on the eastern side of mcincome and parts of south carolina, it's a good sign of what's to come as the storm makes the left foot into those metropolitan areas of new york city, philadelphia, and washington d.c. the winds out here right now anywhere from 25 -- i would even say 30 miles per hour gusting. there's vertical rain coming in. sand where there was beach.
